CAPTAIN ABASTILLAS, NEW CITY WARDEN


Barely 29 years old, and member of Class 2001 of the Philippine National Police Academy (PNPA), Jail Senior Inspector Arvin Tolentino Abastillas was designated as the new City Warden or Chief of the San Pablo City District Jail effected Sunday, May 18, 2008, vice Chief Inspector Wilmor Timbal Plopinio who was given a new assignment at the Regional; Headquarters of the Bureau of Jail Management and Penology (BJMP) at Camp General Guillermo Nakar in Lucena City for CALABARZON.

During his short encounter with the members of the Seven Lakes Press Corps last Sunday afternoon before he opened the first command conference upon arrival at his new jail, City Warden Arvin T. Abastillas said it would probably take a few days before he could formulate and implement new security programs and other operational or administrative measures, He must first thoroughly review the jail management procedures of his predecessors, and would probably re-train jail personnel in security procedures based on his personal evaluation of the prevailing circumstances at the jail, considering that the number of detainees they have is twice the normal capacity of the detention cells. A jail officer must bear in mind that jail is among the pillars of the judicial system the Philippines.

Upon graduation from the PNPA, Abastillas was first assigned as chief custodian at BJMP-Bicutan where the detainees are allegedly members of the Abu Sayaff GrouP (ASG) where he stayed for 24 months. His previous jail assignmens were at BJMP-Candelaria for six months, at BJMP-Tanza for three months, at BJMP-Naic for 12 months, and at BJMP-Tanauan City for 32 months. (RET/7LPC)
